This is based on a Milton Glaser picture of Bob Dylan. Gordon Brown seems to have raided pension funds to the tune of £75 BILLION! Legally. I've knotted the 75 billion into his hair to indicate where it now resides, but there are probably too many noughts. I'm not sure if we are talking about a nice healthy British billion (a million times a million) or a measly US one (a thousand times a million). Just imagine that.
